The paper has a dedicated section on what yet to be explored to better understand the role of technology in shaping actors' incentives, dynamics of territorial control, and the political economy of competition for territory.

My biggest hope is that this piece would make it easier for scholars to identify lacunas in our knowledge about why and how both state and non-state actors take over territories and maintain control over them.

There, my wonderful co-authors @Chris_W_Blair @m_ballesteross @austinlwright and I used five recent books that make control over territory a focus of the analysis to provide a discussion of what we know/ want to learn about territorial control, its measurement, and determinants.

Very interesting paper. It highlights one of the thoughts that has been brewing in my mind for a while: there are multiple paths away from the 'scarce state.' Those paths do not necessarily involve challenging local elites but instead reintegrating and 'managing' them.
