There's nothing wrong with her thinking that but let's be serious here, Katara wasn't gonna interfere, I mean Zuko had the upper hand, it would only make sense for Katara to interfere if that wasn't the case and Azula shot Katara cause she knew Zuko wasn't bluffing.
In the same vein, why would Azula think Katara stepping onto the plaza be anything other than Katara trying to help Zuko defeat her? Is Katara not her mortal enemy and a terrorist according to the Fire Nation state at the time?.
