The min. wage is key in raising the labour income share. There is also the need for other mechanisms such as the progressive wage policy &the improvement of skills. SMEs are unable to pay higher wages because of the economic structure reliant on low value-added economic activity.

There is a tri-paradox in Malaysia: 1. There are more jobs than workers, but wages are still low 2. Industry needs skilled workers, but skill-related underemployment is still high 3. There are 300k university graduates & 100k TVET graduates, but only 50k high-skilled jobs.
