Officials being afraid to make decisions is reminiscent of the Yahapalanaya days. Every decision was bumped up to a cabinet paper so there were weeks where 90 cabinet papers were discussed in a 60 minute meeting.

Good read. For me the most interesting points: 1. The NPP’s anti-corruption drive ended up justifying IMF neoliberal reforms. 2. A party elected for “system change” largely continued old policies. 3. Elections shifted from ethnic divides to “corrupt vs. anti-corrupt”
