5/ Our ML-based screening approach aligns with the spirit of the new EU Foreign Subsidies Regulation (in force since Jan 2023), which gives the Commission broad investigatory powers: our method could help prioritize which firms to audit or investigate. Policy meets data science.

4/ These suspect firms are more common in countries that: have a higher share of public ownership (support for national champions), are more exposed to FDI from outside the EU (foreign subsidies?), have weaker compliance with EU rules overall.

3/ Next, we flag firms that behave like they’ve received subsidies — but aren’t recorded as such — as ‘suspect’ cases. Result: ~326,000 firms out of >3.5 million. Not trivial.

2/ How widespread is this problem? We merge data from the TAM and Orbis financial statements (> 10 million obs) to train several ML models (Tree, Bagging, XGBoost). All models turn out to be very accurate to predict SA recipients, and they all outperform logit models.

1/ A well-functioning EU Single Market is key for European growth. But non-compliance with State Aid (SA) rules — or foreign subsidies — can distort competition. This echoes the issue of ‘internal tariffs’ Draghi recently referred to.
