Shooting the driver was not necessary to stop the car from hurting the officer, as evidenced by the facts that a) the bullets did not stop the car and b) the car still did not hurt the officer. The coward pissed his pants and now a woman is dead. Some brave hero.

This woman had masked, heavily armed men, yelling at her, potentially giving conflicting orders. She also only had a split second to react, perhaps she thought her life was in danger. If you can make this argument for the ICE agent then you can make it for the woman as well.
