Bellingcat’s J&A helped build mechanisms for open source research to enhance legal accountability processes, particularly in cases of atrocity crimes. But this report signifies the last piece of research that will be conducted by Bellingcat as part of this team.

This research was carried out by identifying the type of munition used, its likely direction of origin, analysing satellite imagery of launch areas and verifying what multiple launch rocket systems were in use at the time in this area.

The report concludes through open source investigation that the 79th Brigade of Russian Armed Forces, led by Colonel Evgeny Yurievich Geraschenko, played a significant role in cluster munition attacks in the region during the initial stages of the full scale invasion of Ukraine.

Bellingcat’s J&A Unit worked on this report as a self-contained entity separated (‘firewalled’) from the rest of Bellingcat, ensuring that accountability work was conducted independently from other investigations, preventing possible bias.

The report is based on 32 in-depth investigations of separate incidents that took place between February and April 2022. It offers one of the most detailed looks yet at the use of cluster munitions against civilian areas in the early stages of Russia’s full scale invasion.
