There are always productive resources (labor, materials, energy) to be deployed. We would like to invest those resources productively, but if fear of wasting them leaves them unused, that is 100% guaranteed waste. Materials spoil and a days labor wasted is never recoverable.

We need to talk about gerrymandering. If gerrymandering is here to stay it’s wrong to gerrymander in a way that gives a small population outsized advantage. Districts should rather be gerrymandered so the apportionment of representatives matches the apportionment of voters.
