We demand immediate action from @MeitY_GoI, @ECI_India, and @X . Platform policies must address symbolic hate speech that uses historical atrocities as coded threats. 7/7

This coded language evades moderation while signalling threats to those who understand the reference. When officials use symbols of past massacres in electoral contexts, the message to vulnerable communities is unmistakable. 6/7

A government official posting this imagery about Bihar immediately after an election marked by rampant anti-Muslim hate speech is symbolic incitement. The plausible deniability is the point. 4/7

In the lead up to the Bihar elections, our investigation documented systematic anti-Muslim hate speech during Bihar's campaign across 211+ pages with 91M+ followers. Muslims were dehumanised as "infiltrators", ‘rats’ and ‘dogs’ while Meta failed to enforce its policies.3/7

Our findings show a clear pattern: Meta’s algorithms amplify hate, silence minorities, and enable exclusion. "Meta's platforms have consistently been an instrument for legitimizing the disenfranchisement of Muslim in India," said @ritumbra , Executive Director of DAHRD.

❗ The BJP’s official Facebook page shared posts portraying Muslims as “infiltrators” who should be removed from India. ❗ Meta’s sustained failure to enforce hate-speech policies continues even in India, its largest market with over 500M users.

What we observed: ❗Posts depicting Muslims as “rats,” “dogs,” and “infiltrators” remained online, despite violating Meta’s own Community Standards. ❗ Pages repeatedly reported for hate speech continued operating freely, spreading dehumanising propaganda targeting Muslims.

🌐This problem is not unique to India: the 2025 World Press Freedom Index found that more than half of the world’s citizens live in extremely dangerous places for press freedom, places where working as a journalist means risking life or liberty.
