Found a project called Skills Desktop that tackles exactly this. Nothing flashy — it scans your local skills, separates system vs project level, lets you import/delete/organize from one UI. Even does security scanning on skills before you install them. That last part matters

Unpopular opinion: AWS and GCP don't have a "global" platform. They have a US platform with international pricing. The billing, verification, payment methods, and support are all designed for someone with a US bank account and a Visa card. Everyone else is an afterthought.
