Proposition B, passed by voters in 2023, would require the city to have more membership on the region's transportation board or be forced to leave it.

We urge our elected officials to recognize that it will be necessary for them to negotiate a new system of representation on the H-GAC Board of Directors and Transportation Policy Council and hope that this lawsuit is a catalyst for negotiations with our regional partners. /end

Citizens have a responsibility to hold the government accountable to the law. We repeatedly tried to enforce Prop B through good faith negotiations, but the city’s inaction has made it clear that only the courts will compel our elected officials to do their duty. 3/

On April 24th, 2025, we sent a letter to the city calling for an end to the city’s continued noncompliance of Proposition B (2023), and outlining basic steps to be taken to avoid legal action. The city did not respond to the letter or take any action. 2/

Houston voters said they want the city to have more proportional representation on the Houston-Galveston Area Council and its Transportation Policy Council. But that appears unlikely after the TPC's suburban delegates rejected the idea. What happens next?
