BREAKING: Players have accepted the owners proposal, and the start of spring training is imminent, sources tell
@TheAthletic
. Major League Baseball is back.
Major news: The Major League Baseball Players Association wants to unionize minor leaguers. The union has sent authorization cards to minor leaguers, cards intended "to demonstrate ... sufficient support among you and your fellow minor league players to hold a ... election."
BREAKING: The Yankees Letter is expected to be released within 7 days. The Yankees’ appeal to keep the letter private has been denied by the 2nd Circuit. Absent a stay for cert to Supreme Court — which a source says Yankees do not plan to pursue — case becomes final in 7 days.
BREAKING: More than 50 percent of minor leaguers have signed cards backing a union, MLBPA officials say. The Players Association has formally asked MLB for voluntary recognition, sending a letter to the commissioner’s office this morning:
Sources: MLB, MLBPA lawyers met today, planning to meet again tomorrow. MLB has suggested Tuesday as deadline, in its eyes, for 3 things: play 162 games, and for players to get full pay & full service time. But, pay/service/sked can’t be unilaterally chosen—needs to be negotiated
Sources: The San Diego Padres took out a loan for about $50 million in September to address short-term cash flow issues and meet their obligations, including player payroll. With

Sources: Deal not close, but not impossible. CBT thresholds, prearb pool big issues, among others. MLB has proposed two choices:
A: 14-team expanded postseason, minimum of ~$700k, ~40m into prearb pool
B: 12-team expanded postseason, ~$675k minimum, ~$20m into prearb pool
Source: Today didn’t go well. MLB reacted badly to player proposal, players in turn were outraged. Hostile 2nd meeting. Players moved CBT by same amount MLB did last time: $2m in 3 diff years. MLB proposed cutting $1m off CBT in one year, dropped 1st tier of tax from 50 to 45.
National Congress of American Indians responds to Rob Manfred’s assertions about the Braves and the tomahawk chop: "Nothing could be further from the truth.”
Some final details of a CBA where players made some notable gains:
• Pre-arb bonus pool at $50m
• Min salary: $700k, $720k, 740k, $760k, $780k
• CBT: $230m-$244m
• Draft lottery at 6 picks
• Universal DH
• Amateur draft is 20 rounds
• Player can be optioned 5 times per yr
Meeting breaking up. Among MLB proposals today: MLB raised its prearbitration bonus pool $5 million, to $20 million. Still a very large gap compared to players’ proposal. MLB also proposed to allow one more draft pick to be determined by lottery, now top 4. Players had proposed 8
Sources: Angels, Diamondbacks, Reds and Tigers owners opposed MLB luxury tax increase to $220 million. MLB also proposed including player meal money in calculation of luxury tax, which irked players.
MLB today indicated a willingness to miss a month of games and took a more threatening tone than yesterday, sources briefed on the day’s first meeting between MLB and the Players Association tell me,
@Ken_Rosenthal
and
@FabianArdaya
. Full context of conversation not yet known.
Source: MLBPA delivered its proposal to the league on Sunday afternoon.
ª Schedule: 114 games, June 30-Oct. 31
• Two years of expanded playoffs
• $100 million of total deferred money
• Opt out for all players if they don’t want to play
MLB’s proposed luxury tax thresholds now start at $230 million and run to $242 million, sources tell me and
@ByMcCullough
. But there remain strings attached to CBT and other issues players are concerned with in MLB’s offer. Full proposal not immediately known.
MLB and the MLBPA plan to meet again tomorrow, the day of the deadline the owners have imposed for the season to start on time. Meetings are over for today.
My two cents: it's stunning that Major League Baseball and Rob Manfred have a Department of Investigations and the league did not immediately announce DOI was being deployed to investigate *all of it.* Just a brutal look for the league's credibility on gambling and integrity.
MLB official says the Players Association requested to speak to its board again early tomorrow before coming back with a proposal, and the PA will be getting back to MLB tomorrow morning. So, to be clear, MLB is not canceling games at this moment right now.
Sources: Major League Baseball withdrew its proposal asking the union to allow MLB control/ability to reduce minor league roster sizes. MLB also withdrew its proposal limiting the number of times a player can be optioned to 5. (Right now, MLB doesn’t have a proposed limit.)
Sources: MLB offered to start CBT at $228 million, going to $238 million by end of deal. But rest of proposal not yet known, and league’s increase is said to have major strings attached. Players' last known ask was $238m, finishing at $263m. MLB was at $220m previously.
MLB is about to head back to meet with the players, starting meeting No. 2. The MLBPA proposal included moves on CBT, arbitration eligibility and revenue sharing, as

Housekeeping: MLB is calling March 13, which is Sunday, a mandatory spring training report date, except for players with visa issues, who will have more time. Regular season goes three days later than originally planned. Other games made up as doubleheaders. Opening Day April 7.
A Major League Baseball spokesperson said tonight that if a deal is not in place by Feb. 28, regular season games will be canceled. “A deadline is a deadline,” the spokesperson said. Player pay would not be recouped, nor would those games be rescheduled, the spokesperson said.
Major League Baseball owners have ended their lockout. They voted to ratify the new CBA, 30-0, a formality after the players accepted the owners’ proposal earlier today. Very soon: play ball.
Rob Manfred: "In an effort to make a rhetorical point I referred to the World Series trophy in a disrespectful way. … It was a mistake to say what I said."
JUPITER, Fla. — Gerrit Cole and Andrew Miller have joined the in-person bargaining party today. Both are members of the eight-player MLBPA executive subcommittee.
NEWS: A Nevada teachers union, through a political action committee, has sued the state and Gov. Joe Lombardo to block the bill that gives the A's $380 million in stadium funding.
MLB argues for minor leaguers to stay unpaid in spring training: "It is the players that obtain the greater benefit from the training opportunities that they are afforded than the clubs, who actually just incur the cost of having to provide that training”
NEW YORK — The most significant issue remaining in talks, although not the only, is said to be direct draft pick compensation, the elimination of the qualifying offer. The players want it, MLB has proposed it — but MLB wants the international draft, which is no small matter/give.
Aaron Judge as MLBPA meeting ends in Tampa: “Great meeting, great unity… A lot more guys showed up than I expected which is great. Turned out great and just looking forward to getting this thing done.”
Ready to start now?
“I think we’re all ready”
The players just made a package counteroffer to the owners, an offer on multiple issues, in the meeting that lasted about 15 minutes. Sides are caucusing now.
The MLBPA has organized a training facility in Arizona, and there’s interest in doing the same in Florida, source says.

on the Arizona facility
NEW YORK — Major League Baseball’s negotiating team — Dan Halem, Pat Houlihan, Morgan Sword and Reed MacPhail — has arrived. The players today are expected to make a proposal to the league, formalizing previously discussed positions and introducing some new ones.
"There will never be another fire sale in San Diego, and I expect my family to own the franchise for another 50, 75 years ... hopefully go for more, I'll talk from the grave" — Padres owner Peter Seidler at SBJ World Congress of Sports
One can make a strong argument that baseball just lost its best owner — particularly if the criteria is fan service. In an endeavor built on competition and on providing entertainment, Peter Seidler really tried.
BREAKING: Minor leaguers have a tentative deal.
The MLBPA has a tentative agreement with MLB to create minor league baseball players’ first-ever labor deal, in time for opening day. Player leadership has approved a 5-year deal and the MLBPA has moved it to a full player vote
MLB, MLBPA are still discussing qualifying offer, international draft, but gaps remain on other issues too, and sides intend to talk all day today. Like yesterday, a lot of that might be by phone, but communication is constant. Players made last global counter offer yesterday.
ORLANDO, Fla. — Rob Manfred, Dan Halem and MLB owners are meeting at a hotel near Disney World. Tony Clark and Bruce Meyer are meeting with players in Arizona today and then later in the week, Florida. Manfred is to speak to media Thursday. No meeting between MLB, MLBPA scheduled
Today’s 90-minute meeting between MLB, MLBPA was heated. Some owners and players participated. The MLBPA made moves in two areas: service-time manipulation, and pre-arb bonus pool (dropped request from $105 million to $100 million). TBD when next core economics meeting will be.
Statement from Julie Edwards, spokesperson for Oakland mayor Sheng Thao, in response to Rob Manfred saying there was no offer for a stadium in Oakland:
Major League Baseball has cancelled three more days of spring training games: March 5, 6, 7, spokesman says. The earliest spring training games can start, by MLB’s scheduling, is March 8. Of course, that’s contingent on getting a deal done by then, so more games could be canceled
MLB official: "We thought that there was a path to a deal last night and that both sides were closing on in on the major issues. They couldnt make us a CBT proposal last night so we agreed to extend the deadline to exhaust every option." 1/2
The next collective bargaining session between MLB and the MLBPA has not yet been scheduled. The players are still determining how they want to respond to the league’s proposal from Saturday.
JUPITER, Fla. — “We want baseball!” a fan yells as the player contingent enters Roger Dean Stadium for the seventh straight day of negotiations with owners. Major League Baseball has set a deadline of tomorrow for the regular season to start on time.
MLB, MLBPA agree to negotiate on international draft until July 25. Draft pick compensation will be removed if they agree by then to remove it. Status quo on international entry and draft compensation if no deal by then. The union says it is awaiting a counterproposal from MLB.
The MLBPA is very disappointed with MLB’s economic proposal today, source tells me and
@Ken_Rosenthal
, calling additional cuts proposed “massive." League offered to share more playoff revenue, but on balance, those dollars are small compared to what players give up, PA believes.
Source: MLB’s only proposal so far today added $10,000 to minimum salary per year.
2022: $640k
2023: $650k
2024: $660k
2025: $670k
2026: $680k
MLB also withdrew its proposal for an alternate minimum system that was tiered based on service time.
They’re not done talking yet.
Whether there’s an extension of the MLB-imposed deadline of tonight is in MLB’s court, a union source said, but the sides have discussed it. Sides still said to be very far apart on key aspects of deal.
MLB and MLBPA are set to meet tomorrow, a 4th straight day of meetings in Florida. The union is expected to make a counter proposal in some area (or perhaps areas, although the league made a new proposal in one area today). The sides remain far apart in many important areas.
It’s wait-and-see mode. MLB and the MLBPA have spoken by phone since their last in-person meeting. Reporters are still gathered. There’s at least the possibility it’s a late night. But, as everyone will remember, a long night doesn’t mean they are, or will be, over the hump(s).
How are 162 games still on the table after commissioner Rob Manfred postponed Opening Day and canceled the first two series of the season? Presumably, those two series can still be rescheduled, even if Opening Day is later than the originally scheduled March 31.
JUPITER, Fla. — The players’ contingent has entered Roger Dean Stadium after again meeting in the parking lot beforehand. MLB and the MLBPA are meeting for a second straight day. The union is to make new proposals today.
Sources confirm: MLB has asked for federal mediation in bargaining talks. Would have to be agreed to by Players Association. It is a voluntary process. First reported
@JeffPassan
A little progress! MLB, players made gains today in one area: amateur draft order/lottery. MLB made a proposal on it, players countered in same day. Not done yet, but there is optimism. Rob Manfred met with Tony Clark one on one. Manfred did not meet w/ players. They’ll meet tomm
Bargaining might be daily next week, with some owners headed to NY, sources say. Also: MLB told union today some flexibility exists in CBT and money for younger players. (Unsurprising in sense that those areas aren’t settled, but still, notable specificity.)
Sources: MLB has tied eliminating direct draft pick compensation in free agency — so, getting rid of the qualifying offer — to increased CBT tax rates. League today indicated willingness to raise CBT thresholds, but not far from $214m, the current starting point in its offer.
