Excellent meeting with President of Court of Appeals Valon Totaj. I thanked him for the very positive cooperation between the Court & EULEX, enabling our monitoring activities. CoA plays unique role in ensuring 1st instance courts’ adherence to legality & human rights standards.

We both agreed on the importance of promoting increased coordination with other rule of law institutions further standardising working methods and aligning methodologies between KPS & KCS to better support the process of rehabilitation & resocialization of convicted persons. 2/2.

I met today with Kosovo Probation Service Director General, Mr Arsim Tahiri to discuss EULEX’s long-standing cooperation with the KPS & reaffirming the Mission's engagement in supporting the improvement of its professional standards, working practices & effectiveness. 1/2

We had an engaging exchange of notes on the security situation in Kosovo & the Mission’s role in promoting the rule of law. I expressed my gratitude to Ireland for its steadfast support to EULEX, through the secondment of highly qualified personnel.

A sincere honor to welcome today at EULEX HQ the Minister of State for European Affairs and Defence of Irland, Thomas Byrne TD, as part of his visit to Kosovo.

Delighted to meet with Acting Chief State Prosecutor Besim Kelmendi today. We had a substantive discussion on several of the Mission’s monitoring findings, with a particular focus on human rights. 1/2

The Guidelines will support courts in making more consistent decisions, strengthening public trust in the justice system by promoting fairness & transparency for all, without discrimination or undue political interference. 2/2

Fruitful meeting today with the President of the Kosovo Supreme Court, Fejzullah Rexhepi. I commended the efforts to implement the updated General Sentencing Guidelines: An important instrument in supporting judicial consistency based on RoL principles. 1/2

I reiterated EULEX’s support to the KJC and the valuable work of Kosovo's judiciary. Considering the role EULEX has played in Kosovo’s RoL system over the years, I also expressed the Mission’s support for the establishment of the Museum of Justice.

During a constructive meeting with Kosovo Judicial Council Chair Zogaj today, we discussed a number of important topics such as the importance of the KJC’s role in both guaranteeing the Separation of Powers as well as maintaining an impartial oversight of the judiciary.

I fully echo the view of the EU Heads of Mission. Independence of the judiciary remains a fundamental foundation of the Rule of Law and must be guaranteed.

Very constructive discussion today with the Chair of the Kosovo Prosecutorial Council, Mr Ardian Hajdaraj, on how to enhance our cooperation to further support the crucial role of an independent, efficient and accountable prosecutorial system in administering justice in Kosovo.

I take note of the swift initiation of an investigation by PIK following the death of an individual in Lipjan/Lipljan. We expect that competent authorities thoroughly and transparently clarify the circumstances of the case, in full respect of RoL & human rights standards.
