The devs of spec ops the line found this out when very few people were using the phosphorus grenades. Which is why the game forces you.
Often players do the path of minimal resistance and save resources. Which usually leaves killing a bad choice

I've never understood peoples issue with the whole dog thing, she's getting mauled alive by an angry fucking dog, what option other option does she have in that moment?

The issue is they took the time to try and guilt you about it with the naming of them. It's cheap manipulation tactics that lose their weight when you have to kill them. If you had the option to deal with them non lethally it works perfectly

It comes down to a lot of reasons. From not feeling comfortable or even resource management
