It's because "comics" and "cartoons" are derogatory terms for a lot of people, and that insecurity causes this response.
It's weird that the idea that anime and manga need to be made in Japan gets people so pressed. It's not even saying that people who aren't Japanese can't be involved in the creative process, just that it has to be a product made in Japan ya know?
