EPIC has long advocated that any exemptions in state privacy laws should be as narrow as possible and that GLBA institutions should not be exempted wholesale. EPIC’s model State Data Privacy Act includes only narrow, data-level exemptions.

In 1888, the Louisville, KY government adopted the first secret ballot law in the US. Only candidates who received their nomination by 50 or more voters were placed on the ballot, which was printed at the expense of the city. Candidates’ names were printed in alphabetical order.

Political parties took advantage of the system by producing their own easily identifiable ballots for voters, creating a scheme of vote buying and selling fraught with intimidation and, often, violence.
