Easiest and cost-effect way to build an app is using the Installation Web App approach (AKA Progressive Web Application — PWA). It’s still a web app but only confined to work as a mobile app with access to most smartphone features. You may not even have to build a “real” app.
If you are building a startup in Africa, please don't build an app until you reach 30k to 50k users. Focus on the web & mobile web.
