We can expect people to speak, but unless we create an environment where people feel safe enough to speak up, this will not happen. A few would speak up no matter what, but most people need to feel safe. Its not about handholding, but about letting people know there are options.

@allenholub I think it's the "working collaboratively toward a shared goal" that has become so problematic. There are "teams" (most in fact), who think their loose federation of individual contributors working alone on somewhat related tasks, IS "working collaboratively toward a shared goal"
