By having an explicit recap in its own section, it's easy for binge-readers to skip if they want to, but it's there for people who need it. @writer_anthony does a great job of this in his Covenant trilogy!.

The problem is there's two potential audiences -- people reading the series as it comes out (with >1 year between books) and people binging it later. Traditionally, you try to work the recap in as exposition for the first audience, but this annoys the second audience.

I've been doing this in all my recent books, because MAN do I appreciate it when other people do it!.
AUTHORS: TAKE NOTE!. I don't think it will completely fix the problem, but setting a standard of including a recap in your sequels might start boosting folks buying/reading sequels of your series prior to completion. Just saying. .
