Using disaggregated non-tariff measure (NTM) data from Indonesia, we show that NTMs on imported inputs act like fixed costs, limiting firms’ ability to adjust when foreign shocks hit. In contrast, tariffs don’t have the same effect.

Our new paper (forthcoming, Journal of Development Economics) studies how a country’s own trade policy affects exporters’ resilience.
