Korbel Prof @DebakD: Given the recent crises over China’s new ICBM silos, Iran’s ballistic missile testing, and North Korea’s continued expansion of missile forces, policymakers need to understand how states proliferate nuclear delivery vehicles to be able to limit their spread.

In my article for Foreign Affairs, I argue India imagined that it would benefit from great-power competition, maneuvering between China, Russia, and the United States to its own advantage. It worked until the dynamics of that competition changed dramatically.
