@DanCALmatters I would argue that some of these unintended consequences arose from the unintended consequence of term limits. New legislators feel they have to do something in their limited time, read a blog or newspaper, and then draft a law to solve a problem that may not need legislation.

I described the 1981 gerrymander in recent column but it was more the work of Willie Brown and Phil Burton than the Bermans because Willie had bested Howard in fight over speakership. Willie created Cong and State Senate seats for the Bermanistas to get them out of the Assembly.
Hey @DanCALmatters can you please tell the story of Rep. Howard Berman, D-San Fernando Valley, and Michael Berman and their legendary 1981 gerrymander? So much for CA Dems' claims to be on the right side of this issue. GOP strategist called it a "diabolical masterpiece.".
