Family members identified the man fatally shot by Baltimore Police last night as Dwight Hawkins, 37. They provided surveillance footage from a neighbor’s house showing Hawkins running from 3 GVU officers, 2 of whom open fire after he makes a sudden turn.

There's been some progress since Melton's death: @Zeke_Cohen has scheduled a Balt. City Council oversight hearing on CAD for next month, and @RepJohnnyO said last week that he secured $3.7 million in federal $$ for a replacement as part of a funding bill now before the Senate.
