On May 17th, our union signed a Memorandum of Understanding (MOU) with the National Political Committee, bringing our months-long layoff negotiations with the board to a close.

We put this MOU offer forward knowing that 0 layoffs were unacceptable for the NPC, and although we disagree that 5 were necessary, we are glad that they fulfilled their contractual mandate to engage with us and accepted a proposal that lowered the total number of layoffs.

The National Director, Operations Director, Finance Director, Development Director, Organizing Manager, Data & Tech Manager, and YDSA Organizer have also resigned this year, bringing DSA staff from 35 (at the start of the NPC’s term) to 22 and DSA unit staff from 23 to 14.

In accordance with the MOU, 5 unit members have volunteered to be laid off – 2 of whom have worked at DSA since 2016. Today, we lost 2 Field Organizers, 1 Comms staffer, and 2 Data & Tech staffers. In addition to this, the Communications Director was laid off a few weeks ago.

Our revised MOU proposes increasing the number of layoffs we would accept from 2 to 4. We believe an MOU that limits the number of layoffs and brings this process to a close as soon as possible, in this dire moment, would be best for the organization and our members.

We believe it's in the interest of DSA for the NPC to bargain in good faith and resolve this dispute as quickly as possible. That's why we are proposing a new iteration of the revised MOU that we believe significantly compromises our position while addressing the NPC's concerns.

For months, the DSA union has been negotiating with the NPC to prevent mass layoffs. The NPCs proposed number would hurt DSA's organizing capacity, and is not economically justified by the updated financial data — which in reality has improved greatly since this process started.

Update: The NPC majority has declined to attend tonight's meeting, so we are going to cancel it. We plan to invite the NPC to a private meeting and bargain our MOU. Time is of the essence, as our layoffs notice mark May 25th as the last day for seven unit members.

We opened meetings to members and held closed meetings so that they could speak frankly after they refused to speak in front of members. We held an informal meeting to let them know we would respond accordingly if they did not attempt to negotiate. We have reached that point.

This MOU is an insult. It is a final expression of the NPC board’s contempt toward our contract and disregard for the legal negotiation process. We communicated very clearly that we wanted to negotiate.
