This is my interpretation as well, having spoken to Apple reps.
kk, I think a weirdly placed comma has everyone in a tizzy remove the "and their metadata buttons," and the interpretation is purely about linking out, no outside payments in the app have on some authority that this is Apple's understanding too

I’ll never start a UIKit or AppKit project ever again. There I’ve said it. I have professionals/company app to maintain and evolve in UIKit, but I’ll never ever start a new app using anything else than SwiftUI. I’ll even start to have some SwiftUI component in company app in Sep.
