I've created Client-Server solutions. I've won awards on the world stage doing so. I cannot tell you how TCP works on the ground, it's not useful to memorize that.I understand how to use the libraries that implement it. And still, I'd have to google the documentation.
it your 'senior engineer' can't explain how TCP works without Googling, they're not senior. they're just experienced
