You can very accurately figure a tornadoes strength based on appearance with a combination of background environment, radar, ect. Take El Dorado for example, this is an EF5 by all accounts. Based on appearance (laminar, horizontals and tall) takes an extreme amount of pressure
Can we stop calling tornadoes EF5 based on appearance, it quite literally hit trees during its whole life and never did anything above low EF4.
