✅On e-Procurement, the rushed roll-out has disrupted service delivery and undermined devolution. We call on the National Treasury to immediately withdraw the circular until proper consultations, legal alignment and training are undertaken.

As Chair of @KenyaGovernors, I reaffirm that: ✅ Counties will only absorb UHC staff once the Ministry of Health allocates Ksh 7.7B for salaries, settles Ksh 9.4B gratuity, and jointly validates the verification report. Counties cannot shoulder unfunded mandates.
