With all this JUCO stuff you WILL have FBS programs that essentially “place” prospects coming out of high school into JUCOs. They’ll use them as development/minor league programs and then take them later on. It’s already happening now and it’ll ramp up with this new ruling.

It is INEVITABLE that CFB personnel departments will mirror the NFL operation and split into two separate entities. Portal Scouting = NFL Pro Scouts. HS Scouting = NFL College Scouts. If you don’t have the resources to build these two departments then YOU WILL get left behind.
Personnel departments have long been asked to carry the load when it comes to film evaluation for the HS level. The transfer portal and advanced scouting has forced these departments to dive further into collegiate evaluation.
