Here’s the thing: The first strike was obviously illegal too. Even if the boat had drugs on it, bombing it from the sky is a war crime. Duterte is literally in The Hague as we speak for doing this. The second strike is just more obviously illegal.

I served as a JAG on active duty for 4 years and in the reserves for 21. If the Washington Post report is true, then a war crime was committed. U.S. military cannot intentionally kill defenseless survivors. Simple analogy: Can military execute terrorists held at Guantanamo? NO.

When I ask friends how SF is doing under Lurie, by and large the ones that feel positive cannot point to anything he’s done that’s significantly different than London Breed. It always boils down to the vibes being better now. I’m sure it doesn’t sound racist in their heads.
