Given the IOC position for the 2026 Winter Olympics is "Teams of athletes with Russian or Belarusian passports will not be considered" then no such letter was ever coming. Also note the existence of a Review Panel for individuals competing as "Neutral" https://t.co/Qq7RNJ7Txm

The Last 16 of the FIDE World Cup is remarkably unbalanced, with four of the remaining six 2700 players facing each other in the bottom section, while the top half will produce at least one player who has never qualified for the Candidates before!

This is one of those curious cases where under US Chess rules the manner of handling it would be different. There the TD would act as a witness only and if the opponent claimed 'touch move' then it would be enforced, but the opponent also has the ability to not claim it.
