They don't want people asking:
-were all the deaths we had easily preventable?
-why haven't our government done anything for us?
-do the Chinese care more about their people than we do?

CNN wonders why China has lockdown when there’re a few cases. The answer: If you let the virus to fester to 10,000 cases, lockdown may not work anymore. So the key is to start early/hard. Of course, as the virus evolves and with more treatment/vac, new strategy will be needed.
