I’m cynical of any authority that makes rules to dictate what you can or can’t wear in public.
If passengers feel unsafe, the operator should place more guards.

As a man I’m not so affected by it. But I’ve spoken to a few women and it affects them quite a bit. So maybe yeah. Full face coverings are even banned in many Muslim countries so the anti-Islam/anti-religion argument is weak.

Masks, hoodies with face-covering zips, bandanas over the face, hijabs, burkas, immediate blanket ban on all these threatening, baleful symbols of misogyny, criminality and medievalism. With leadership it could be virtually done overnight. But don’t hold your breath.
