The rule now doesn’t make sense. It doesn’t change perception of those who don’t like racing, doesn’t protect the horse any more than previous rules did & adds a layer of stress to jockeys who’ve already been identified as having disproportionate degree of mental health struggles.
It is so hard to give your best effort and keep count of the strikes (6) HISA should take another look at this rule and penalties.
