Border 2 Fire Update: 5,389 acres at 10% contained. Fire is being held south of Otay Lakes Road. At approximately 2 pm onshore wind is expected to push fire East/away from the city. The evacuation warning will be maintained as is and will be re-evaluated this afternoon.
