2/3 Why not have a look at the Hogan case: # 315475. ? It’s impressive how @anbordpleanala came to its decision to grant. Though it’s a pity that many decisions are slow, the possibility of appeal delays are nearly always factored into the bottom line for large-scale projects.

1/3 Perhaps it's the legal system (rather than ABP) that should investigate this behaviour? The board’s job is to make good decisions for sustainable development and so its inspectors take ALL arguments into account (even those put forward by scallywags!).
