I used to see pictures of me and all of these muscles straining then I’d see him floating down the home stretch. Everything looked effortless… as does most elite sprinting.

Comes with experience. Telling someone to relax is pretty vague. When I see someone is tense, I’ll look at them and loosely shake my arms out. They usually know that means they need to let go of any excess tension.
It’s different for everyone though.
