Why would @riotgames nerf Ezreal citing Kleptomancy giving him item spikes earlier, but simultaneously nerf Kleptomancy's drop rate significantly for ranged *and* nerf sell values on drops? After 2 consecutive patches with nerfs for Ezreal. Just delete Kleptomancy from the game.

Why would @riotgames nerf Targon's Brace for ranged, but simultaneously remove the passive quest shield which was the sole purpose of buying it on ranged in the first place? Sheer incompetence?
