Factory disabling will be executed via Emergency SubDAO and DAO Multisig safes across all networks where v2 is deployed. Affected factories: - WeightedPoolFactory.disable() - ManagedPoolFactory.disable() - NoProtocolFeeLiquidityBootstrappingPoolFactory.disable()

Note on Gyro: While @GyroStable eCLP pools run on Balancer v2, they use separate factories that are not included in this proposal. New Gyro pools can still be deployed and existing operations remain unaffected as well.

Important Note on V2 Pools: While v2 pools (weighted, managed, LBP) will remain operational, we strongly recommend migrating to v3. V3 provides superior architecture, better gas efficiency, and enhanced security features compared to v2.

This proposal disables the remaining v2 pool factories that were still active (some of them have already been disabled). Consequently, no new pools can be created on v2, concentrating activity on v3 for enhanced security and resource efficiency.
