While many are focused on the formal recission bill, any successful "pocket recission" by OMB genuinely undermines Congressional authority - and risks killing effective, efficient (and popular) programs in a very non-transparent way.
The Trump administration's attempted use of the "pocket recission" is an immediate risk to the CDFI Fund. The ongoing delay in releasing the FY25 BEA NOFA creates uncertainty that risks stalling critical financing activities for mission-driven banks:
