For those curious: The idea is that Dr.Light and Tails gave Rock an upgrade to be able to go super with Sonic. For now, I'm calling it "Chaos Adapter Mega Man".

People are jumpin to conclusions on this one. To me, this looks pretty obviously BEFORE DMC3. He doesn't have Rebellion yet, he looks younger, and he's clearly figuring shit out.
