Make it a selection of 12 randomised heroes and players select from those. Those random heroes could change twice a week, weekly, or fortnightly. At least then, it allows for all heroes to be played and balances out the hero bans without the constant Zarya, Doom, Sombra ban.

It stops the constant same hero bans and allows players who want to play certain characters to have a chance at playing them. Alternatively, have a selection of heroes you can ban at the start of every game that is randomised at the start of each.

So, . The statistics have been released on the most banned heroes for a while now, and these are staggeringly high for certain heroes. Perhaps a system needs to be implemented that players can't ban the same characters two games in a row.
