As far as which one is better, I really thought it was HTGAWM… until I started Scandal! Now that I’ve finished both, I literally CANNOT choose 😭😭😭 I will say, there were definitely moments in both shows I hated and could’ve gone without, but overall? 1000/10 🤍🤍🤍
