Yes. Incidentally, Venezuela joined Mercosur in 2012. Its membership has been suspended since 2016 over failures to uphold democratic and institutional principles. With political dynamics now shifting, could that suspension eventually be lifted?

Quite possible: Maduro was likely too intransigent, while the opposition lacked support from military & security forces (as Trump hinted yesterday). With no appetite for a bloody regime change, Trump opted for Rodríguez.
A deal was made between Trump and Delcy. Everything else is noise each side has to make to save face with their supporters. #Venezuela
