The report shares the widely held view that hate is a crime in itself, and adds a layer of seriousness to other crimes. For many, this justifies a higher level service to victims. What can’t be denied is that a higher level service exists, targeted according to identity. (end)

Things may have changed a bit since 2018, but the report describes what we see now, with police assiduously monitoring social media and pursuing hate on the doorstep. Whether they are still imprudent enough to say hate crime is the “priority”, the practices are in place. (11)

Can’t ANYONE be the victim of hate? Don’t these principles apply to all? In theory, perhaps; in practice, it doesn’t happen. For example, in grooming gang cases where there is ample evidence of white victims being racially abused, they are not recorded as a hate crimes. (10)

Concern from some control room staff that some might claim to be hate crime victims in order to receive a better service is given short shrift in the report (p46), even though, as the report makes plain, those who do make a hate claim ARE entitled to a better service. (9)

The report cites “positive police practice’ throughout. In this example, the appropriateness or desirability of a head teacher delegating his school disciplinary responsibilities to the police force is not considered. (8)

The report defines hate crime as motivated by hostility towards these personal characteristics: • race or ethnicity; • religion or beliefs; • sexual orientation; • disability; or • transgender identity.” (p7) Thus police resources are prioritised around specific identities.
