Judge Gibson, the LG does not make law through advisement. You still have to follow the law. Maps 1 & 2 were not legally submitted through Initiatives as you proclaimed as the avenue for the People to affect the law. Must is a strong word in code, show us where it says you Must.

Judge Gibson believes there are only 2 geographical features in Utah worth mentioning in her ruling to justify Map 1 and both features she mentioned are not used as boundaries but wholly contained within a district creating geographic barriers within those districts. #utpol

The Legislature submitted 2 bill files; 1 to change Prop 4, 1 to submit Map C. LWVU submitted an initiative to introduce Prop 4, but never submitted an initiative to submit a Map for consideration, though they had years to do so. This is why the judge violated statute. #utpol

Judge Gibson chose the most divergent map from Map C. Red = Map C Purple= Map 1 Green = Map 2 She could have chosen Map 2, which is, according to her, compliant, but she chose to be extreme in her selection. Still, selecting either one would be against Prop 4 code.

If you create congressional districts and the population deviation is Zero, it's statistically impossible to not split up communities, streets, or even houses. Map 1 went too far and did all three. #utpol

In Judge Gibson's ruling she claims the obligation to insure a map is in place, not in code, and discharges that obligation to an NGO, not in code. This Judge does not understand her judicial role, unless she believes it is to be an activist.

What would happen if all the County Clerks held to their Oaths Of Office and simply refused to implement Map 1 since it was selected unconstitutionally and kept every district at status quo? That could be interesting.

Did you not take the same Oath of Office I did; to support, obey, and defend the Constitution of the State of Utah? How is a map drawn by a partisan NGO worthy of being implemented without question? It's time for a Secretary of State.
I will comply with Judge Gibson’s order and immediately begin the process of implementing Plaintiff’s Map 1 unless otherwise ordered by an appeals court. Official statement forthcoming.
