One of Indonesia's perennial problems since the MEF era and continue to the current EOF era is most of acquisition finance by foreign loan are more on new platforms and less on repeat order for various type of munitions and missiles. Such policy affected force's readiness level.

We shall see whether the meeting between Indonesian president and POTUS happened during UNGA session next month. Seems both parties are still trying to set up the schedule for meeting. Other diplomatic sources have indicated defense trade is one of US agenda related to Indonesia.

Seems Indonesian MoD wants to spend big for defense procurement on FY2026, particularly for foreign made equipment. Is there any fiscal space next year to spend big by using foreign loan scheme? As a matter of fact, 2020-2024 MEF still has dozens of outstanding contracts for EDC.

Through an international open bid, not via direct appointment, a foreign firm awarded contract by Indonesian MoD. The bid process was very tight where two giants compete each other. Today, the contract waits for EDC. However, a bunch of people try to prevent contract into EDC.

In recent years, budget spent for defense has always been higher than initial cap. It may exceed 10 percent or more. For FY2026, government has proposed IDR185 trillion for defense. But once implemented, highly likely the budget spend will exceed the cap.

Many ways to entice foreign customers to acquire armament produced by a country. Include to invite foreign leader(s) to attend a military parade hosted by armament exporter country. Seems this is new normal for Indonesia today as targeted market. What's the next parade? China?.

It's expected delivery of ILS for Indonesia's A400M will be executed next month. Still question whether Indonesia will buy A400M's spare engines. Also, whether Indonesia will execute an option of 4 more airframes. 6 A400Ms will be triggered CN235 autonomous right agreement.

It's not clear yet on how Indonesia will move forward with the 2025-2029 Blue Book implementation. The fiscal space is getting tighter in the coming years. Furthermore, there's homework to activate contracts for the 2020-2024 MEF. The new Blue Book isn't down to earth fiscally.

ROK has planned to transfer of a KF-21 prototype to Indonesia next year. The details are still in discussion with Indonesian MoD. No doubt if security issue is part of the discussion. The KF-21 transfer may happened around mid of 2026 if both parties reach agreement on T&C.

How much Indonesia's FY2026 defense budget propose by government to parliament? Which expenditure will take most of the budget? How much for procurement budget? I strongly suspect acquisition budget won't get the biggest slice. We shall see president's budget speech tomorrow.

Another foreign emissary will visit Jakarta this month and expected to have meeting with Indonesian senior defense officials and likely to have courtesy call with Indonesian president as well. Defense procurement may be part of the emissary's agenda. Again, it's about promise.

Indonesia's FY2025 defense budget will hit 1% of GDP according to MoF outlook. But it doesn't mean the biggest piece of budget allocated to finance weapon acquisition. Budget allocation, regardless of 1% or 1.5% or 2% of GDP, depend on political decision.

This week a special envoy of a foreign country will visit Jakarta and expected to have courtesy call with Indonesian president. The special envoy agenda will include to encourage Indonesia to move forward with agreed defense industry partnership a.k.a not to broke promise.

For certain foreign made defense equipment, delivery time to Indonesia will depend on the Indonesian availability to accept it. Like facilities to support the equipment's employment. It's a challenge for Indonesia, in particular any local firm which involve in the program.

Despite Indonesia's defense budget outlook for FY2025 may hit IDR250 trillion, only a few fractions allocated for RMP. Seems most of budget goes for personnel expenditure. Referred to new regulation, armed forces will have in total 29 three stars officers. That's not include MoD.

Despite Scorpene contract has entered into force, the program hasn't run yet due to performance bond issue which is Naval Group's local partner onus. We shall see whether performance bond issue will halt another program which expected enter into force by August or September 2025.

Referred to MoF outlook, Indonesia's defense budget spending for FY2025 will be higher than budget cap. It may hit IDR250 trillion (US$15 billion) until end of FY2025. Unfortunately, RMP figure for contract activation is very small. Seems the budget goes to another expenditure.

The number of hardpoints on jet fighters is matter for any country that regularly involved on conflict/war. But it doesn't matter for any country that never have a war/conflict. Because even if there are 14 hardpoints, regularly only 6 or 8 hardpoint employed in any given time.

Between July 2025 and early August 2025, Indonesia has paid KF-21 program installment with total KRW 1.1 billion. First payment was on mid-July 2025, second payment was on early August 2025. With more money funneled to KF-21, will Indonesia buy it? Or just pay but not buy KF-21?.
