You can make rifled barrels in your bathtub with 3D printed tooling, a bucket of salt water and power supply. A start up cost of about $100 and eventually ~$20 per barrel depending where you source your steel

Making a firearm is complicated, specifically the barrel.
I also have the history of licensing on my side. Research paper after research paper going back years only confirms what I’ve been saying- licensing reduces gun violence.
