On this, @arneduncan is absolutely correct. If he and I can agree that it's a no-brainer for states to opt-in, governors have no excuse but to set politics aside and put KIDS first. As Sec. Duncan wrote: "Sitting on the sidelines is not a policy choice, it's a moral failure."
