They need to open up more mental health facilities
Mental illness is heavily prominent in the San Diego homeless community. Mayor Todd Gloria addressed this issue by working with the State government to lower the qualifications for being a harm to oneself. This has possibly led to more mentally ill people in SD jails.

Well said, I love the philosophy behind DAOs, but without community contribution its not a DAO. I used to work for a tech start up that used a management style called Holacracy. There we were forced to meet in person every morning. Each of us required to vote. That worked.
